Mark Carney won the leadership race for the Liberal Party of Canada with 85.9 percent of the vote. Former Finance Minister Chrystia Freeland finished in second place. Former Cabinet Minister Karina Gould came in third, and businessman Frank Baylis came in fourth.
Carney is not Prime Minister yet, he is the prime minister-designate though he could be sworn into office very soon.
Prime Minister Justin Trudeau will first formally resign as prime minister. Carney will then be sworn in by Governor General Mary Simon. He will need to appoint a Cabinet. He will lead the Liberals in the next general election, and must decide whether or not to call an early election before Parliament reconvenes on March 24.
Carney will be the first prime minister of Canada since John Turner in 1984 who has not been a member of Parliament.
Canadian economist and politician Mark Carney was born in Fort Smith, North West Territories, and grew up in Edmonton, Alberta. He earned an undergraduate economics degree from Harvard University and later a master’s and doctoral degrees from Oxford University.
Carney is a former governor of the Bank of Canada where he navigated a worldwide financial crisis for our monetary policy. Later he was governor of the Bank of England during the era of Brexit and early days of the COVID-19 pandemic.

Hamilton-based artist and filmmaker Lesley Loksi Chan has been selected as the 2025 participant for the Nordic Artist Exchange (NAX) residency program in Tallinn, Estonia. This marks a significant milestone as the program continues to foster artistic and cultural exchanges between Canada and the Nordic-Baltic region.
Lesley Loksi Chan of Hamilton, is an artist and filmmaker whose work explores how objects and images shape memory, perception, and communal experience. Through experimental, handmade, and process-based filmmaking, she creates moving-image mementos that challenge conventional narratives. Her latest film, Lloyd Wong, Unfinished (2025), premiered at the 75th Berlinale, where it received both the Golden Bear for Best Short Film and the Teddy Award for Best Short Film.
During her residency, Chan will conduct extensive archival research on the work of Estonian filmmaker Leida Laius, an influential figure in Estonian cinema. In addition, she will engage with contemporary artists and filmmakers based in Tallinn, fostering cross-cultural collaborations and exchanging creative methodologies.
Building Cultural Bridges Through Art
The Nordic Artist Exchange is supported by the Estonian Artists’ Association (EAA), an organization dedicated to fostering the sustainable development of Estonian art and culture. With a history dating back to 1922, the EAA is one of the largest artistic associations in Estonia, boasting 997 members and 18 sub-associations. The organization plays a crucial role in cultural policy making, protecting the interests of creative professionals, and advocating for the arts at both national and international levels.
Through this program, the Cotton Factory and the EAA provides participating artists with flights, accommodations, studio space, and a weekly honorarium, ensuring they can fully immerse themselves in their creative work. The residency will culminate in a public event, where Chan will share insights from her research and creative projects developed during her time in Tallinn.

Surcharge part of initial retaliatory measures that will remain in place until U.S. tariffs are removed for good
Effective March 10, 2025, the Ontario government has applied a 25 per cent surcharge on all electricity exports to the United States as part of the province’s initial suite of retaliatory measures to U.S. tariffs on Canada. This surcharge will affect 1.5 million homes and businesses in Michigan, Minnesota and New York, costing up to $400,000 every day the surcharge remains in place.
“President Trump’s tariffs are a disaster for the U.S. economy. They’re making life more expensive for American families and businesses,” said Premier Doug Ford. “Until the threat of tariffs is gone for good, Ontario won’t back down. We’ll stand strong, use every tool in our toolkit and do whatever it takes to protect Ontario.”
Starting today, new market rules are in effect that require any generator selling electricity to the U.S. to add a 25 per cent surcharge valued at $10 per megawatt-hour (Mwh) to the cost of power. At this level, the surcharge will generate revenue of $300,000 to $400,000 per day, which will be used to support Ontario workers, families and businesses.
The government will use every tool at its disposal to protect Ontario workers and families from President Trump’s tariffs, including increasing this surcharge at any time or, if the U.S. escalates, cutting off electricity exports to the U.S. completely.
“For decades, Ontario has powered American homes, factories, offices and jobs, and we will not stand by as our vital electricity exports are taken for granted,” said Stephen Lecce, Minister of Energy and Electrification.
“In a time where prices are going up for families in America, Canada and the United States should be working together to strengthen our trade and investment relationships to ensure a prosperous future for both sides of the border.”
The new surcharge is in addition to the Government of Canada imposing an initial round of $30 billion in retaliatory tariffs. In Ontario, LCBO, the largest buyer of alcohol in the world, has removed all United States products from its shelves, costing American producers $1 billion in lost revenue.
Ontario has also banned U.S. companies from participating in an estimated $30 billion worth of annual government procurement.
- Ontario currently exports electricity generated across the province directly to Michigan, New York and Minnesota.
- Between 2021 and 2023, Ontario exported 14.6, 14.2 and 12.0 terawatt hours of electricity to the United States.
- Ontario has 26 transmission connections with neighbouring jurisdictions: 11 with Quebec, three with Manitoba, one with Minnesota, four with Michigan and seven with New York.

Two men were arrested after several townhouses under construction in Fort Erie were set ablaze. On Saturday, at approximately 7:00 a.m. Niagara Regional Police were called to the area of Allen Trail and Whispering Woods Trail in Fort Erie for a Fire related call for service.
Once on scene, officers observed a row of town homes under construction fully engulfed in flames. The Fort Erie Fire Department began efforts to extinguish the fire, while officers secured a perimeter.
Police say that shortly after smoke was seen billowing from the townhomes two males were observed exiting the structure. Officers were able to locate the two males a short distance away and place them under arrest. Michael Magin (36 years) of Fort Erie and Jason Batt (45 years) of St. Catharines face break and enter with intent to commit mischief charges. In addition, Magin faces a breach of probation charge.
There were no injuries reported as a result of the fire. The preliminary damage estimate was assessed at $400,000, however, this number is subject to change.
MAGIN and BATT were released on Form 10 – Undertaking’s and are expected to appear at court on April 11, 2025, at the Robert S.K. Welch Courthouse located at 59 Church Street in the City of St. Catharines.

I am a wee under socialized when it comes to other dogs … I am initially quite fearful but give me some time to warm up with a respectful dog and I am quite content to interact!
Although I am almost a year old, there are still things I will need to learn as unfortunately I haven’t been given any real training. Not jumping on people – I just love people – is one area I need some work! I am very motivated to learn so with some consistent training, I can figure out anything!

Elementary Students Update on Incomplete Immunization Records

As of March 7th, 2025, there were 253 elementary students suspended from school for continuing to have incomplete immunization records with the Health Unit, as required by the Immunization of School Pupils Act (ISPA) R.S.O.1990.
Parents/guardians must update their child’s immunization record, thereby removing the suspension order so that the student may return to school, through one of the following actions:
- Update the student’s immunization record
- Online at immune.wechu.org (must upload proof of immunization as an attachment).
- Ask their child’s Health Care Provider (HCP) to fax missing immunization information to the WECHU @ 519-258-7288.
- Bring the child’s immunization record to the WECHU (Windsor or Leamington office) to be updated.
- Get the student immunized
- Book an appointment for their child to receive missing vaccines or obtain a valid medical exemption from their HCP. The child’s updated immunization records must be reported to the WECHU.
- Attend a walk-in immunization clinic at the WECHU Windsor or Leamington location. For more details, visit wechu.org/getimmunized.
The WECHU is here to help affected families. Services available 8:30 a.m. to 4:30 p.m., Monday through Friday at our offices include immunization counselling and support, updating immunization records, and administration of missing vaccines.
The WECHU would also like to remind secondary school students that the deadline to update their immunization record is Thursday March 13th, 2025.
Students with incomplete records after this deadline will be suspended from school on Monday March 17th, 2025.
As of March 7th, there were 1,105 secondary students at risk of suspension. These students are encouraged to follow the above steps to submit immunization records to the WECHU and/or get immunized.

The remains of a man missing since December have been located by Niagara Police. Last Wednesday, at approximately 11:40 Niagara Regional Police Service were called to a report of the discovery of unidentified human remains in the Welland Canal in the area of Highway 140 in Welland.
The deceased male has been positively identified as Derek Gibbs who was reported missing on December 17, 2024, in Port Colborne.
Detectives with 3 District Criminal Investigation Branch (CIB) have taken carriage of the investigation. In addition, the Office of the Chief Coroner was notified and detectives with the NRPS Forensic Services Unit (FSU) supported the investigation.
The investigation remains on-going and detectives are asking anyone with information to contact them by calling (905) 688-4111, option 3, ext. 1009167.
